Anna Cabot Lowell Quincy was born into a prominent New England political family. Her parents were Josiah Quincy III, a member of the U.S. House of Representatives, mayor of Boston, and president of Harvard University, and his wife Eliza Susan Morton. She was the youngest of the four dubbed the "articulate sisters" by their biographer, M.A. DeWolfe Howe. The others were Eliza Susan Quincy, Margaret Morton Quincy, and Maria Sophia Quincy. Anna married Robert Cassie Waterston, a Boston clergyman.
