There appears to be no information available on Rose-Innes. Since he had a book published as early as 1910 (1904 if he's the "Sr Pbtro Arturo Rose-Innes" who wrote
Pequeño catecismo de la doctrina cristiana) and seems to have still been alive in the 1930s, he was probably born somewhere in the last third of the 19th century.
There is an ad for his
English-Japanese Conversation Dictionary in the back of this book, which is dated 1878:
