Hi, Ryn
Read your review of Peter Cundall's book. You were wanting to know what winter oil is. Winter oil is a mineral oil generally spayed on citrus trees to reduce scale infestations. There's summer oil as well which is similar. Neither to my knowledge are particularly organic. You might try a vegetable oil (perhaps mixed with neem?) to smother the pests instead.
