I think that is exactly the short story I am trying to find. I remember the centrifugal spinner you mentioned. This story was actually assigned to us to read for English class in junior high. It has stuck with me ever since, all but the name and the author. It's not the Frederick Pohl "Spending a Day at the Lottery Fair", although that is a good story too. I read a little while back in hopes it was the one. Another story I heard about that was concerned with overpopulation is "The Tunnel Ahead" by Alice Glaser. I haven't been able to get my hands on it but I'd like to read it.
