No idea about the UK, some of his books have been published regularly over the last years in France but won't usually be found consistently in bookshops except those with the deepest genre inventory or when they're very new.
More or less as you'd expect for an author who's at the very best mid-list here, if that. Possibly what's happening to you in the UK too, new releases quickly pushing all but the biggest authors off the shelfspace of most stores, rather than any kind of "blacklisting".
Forbidden Planet in London seems to have most of the Recluce titles in stock, (and probably his others too) albeit in American editions. Despite Orbit producing some pretty reissues a few years ago, I'm not sure his books are still in print in the UK. I agree with Jarandel that it's most likely only a specialist SF/F retailer that will carry backlist titles by anyone other than a top selling author.
His books do seem to be available for kindle on amazon uk, if that is of any use. I personally haven't gone that route yet :-)
