Isnt an attic and a basement basically the same thing

No. A basement is below grade, but an attic is at the top of the house.

Usually. Sure but people use closets and dressers for storing items and stuff, but that doesn't mean a closet and a dresser are the same thing, or that closets and dressers are basements and attics.
