Can't find this book. Written before 1998. Think it had the word Lady in the title but I've read so many i could be wrong. Count or Marquis, rogue viscount or some other royal title takes in a waif and she becomes his ward. He and his friend (or butler?) give her lessons in manners and i think Courting so she can find a rich husband. I don't remember much else except he holds a grand party or ball for her coming out and realizes when looking at her across the room that he loves her and doesn't want her to enter into society as a debutante or whatever. She comes from the streets and is maybe on the run from some bad guy in a carriage??? Sorry i wish i could remember more. I have reread Loving Julia and i know this is not it though such a good book.TIA!

Set in victorian times I think. Heroine is on the run from someone and possibly has a best friend on the streets named rosie?
