Woman on motorcycle makes decisions by flipping coin. Finds a brother. Bad guys find other brother. Bad guys all logic. Both brother’s can travel to other plane. Finally find their father on other plane. Series with several books. Written around 2000.

Has a few similarities to The Traveler by John Twelve Hawks. Might be the one you're looking for. Good luck.

This sounds VERY much like they John Twelve Hawks books. The first book in the series is called the Traveller. The second is called the Dark River. I think the series is called the 'Fourth Realm' series. The lead character is a 'Harlequin' called Maya. She makes all of her decisions randomly so as never to be predictable. I think this is where your reference to the coin toss decisions come in. One of the brothers is on her side and is the eponymous 'traveller', whilst the other works for an organisation called the 'Tabula' or the 'Brethren'. They control the world via an almost Masonic secret society and hunt their enemies using genetically modified animals and extremely sophisticated technology which they create with help from another realm. This society has basically fetishised the complete observation and control of every human alive and use high tech surveillance to keep track of everyone at all times.
