Wow, that narrows it down right? It's a mystery series. Set in a smallish town. A female detective is unhappily transferred there. She has to work with the local officer. Everyone likes the local guy and dislikes her. He has intuitive leaps of understanding that she doesn't like. She has a major chip on her shoulders about the demotion and constantly tries to show her superiority to the local guy. He never seems to take offense at her and does his best to help and befriend her. She rebuffs all friendship. Just when you think she might be turning into a better person, she does something rude.

I believe its not that old of a series, certainly

I've not read them to know if the personalities match your description, but Stephen Booth's Cooper and Fry series does feature a transferred female detective working with a local favorite. The first in the series is Black Dog.

"Detective Constable Ben Cooper, an up-and-coming English policeman who fears he'll never be able to fill the shoes of his father, a police sergeant who died a hero's death on the job in Ben's own precinct. Diane Fry, Ben's new partner, is an ambitious woman who's just been transferred to the Edendale force. She's jealous of Ben's familiarity with the locals, who won't tell her anything but treat Ben like a beloved son."
