I just found the John Dean photo in Silent Coup, and according to the credit, it's an official White House photo. The photo is also on the John W. Dean author page.

Okay. But I don't think simply saying "public domain" and crediting Wikipedia is sufficient. Now, maybe if the uploader had provided a link to a source that demonstrated that the photo was the official White House photo (or even said that the picture was an official White House photo), I would not have flagged the photo. Regardless of all that, 'Wikipedia' is not the proper credit.

Yes, the problem was that the source cited was Wikipedia, and Wikipedia failed to provide any evidence whatsoever that the photo was an official White House photo. If you have such evidence, by all means upload the image, but be sure to provide a link to the source that shows that it is public domain, and, as christiguc says, give the proper credit.
