Looking for a book, invasion of Canada by USA

I would like help remembering the name and author of this novel I read, please.

The Middle East oil fields get nuked and contaminated by "bad guys", which is the trigger for the US President, against most of his advisors will as I recall, to tell Canada to get ready to join the Union. His intent is to control the remaining oil supplies in the world/make sure no one else does so either, supposed to be under the Arctic in the novel. He feels pretty much that it is his duty , and actually in the long run, in Canada's interest too, he really isn't trying to be a rat about things, just a trifle hasty.

Canada says "Oh, thanks awfully, but, sorry, we had rather not" and the Pres, in a hurry so he can not be stopped by Congress, sends a ready reaction force to seize the Canadian highways, airports, etc.

Great Britain and her Commonwealth send the SAS to help our Sister state, and , basically, we kick the USAs bottom and then wiser heads prevail and the President impeached.

this is the bald version of events, I would like to read it again. Any ideas?

Oh, I think I read this about 15-20? yrs ago, but can't recall the name. Could it be one of Richard Rohmer's? Maybe Ultimatum?

IIRC it is the plot of the 1995 movie Canadian Bacon http://www.imdb.com/title/tt0109370/ Written by Michael Moore and starring John Candy and Alan Alda. I thought it might have been an adaptation but it looks like it was an original screenplay.
