Dr. Ray-Breaux is a graduate of Southern University, Baton Rouge. He received his Pharmacy Degree from the University of Southern California in 1973. He received his MD degree from Meharry Medical College in 1987 and completed his internship at DC General Hospital, also known as Freedom Hospital, and Howard University Washington, DC.
He is the co-founder of Social MedEd.org which was established in 2005. He promotes collaboration with the HBCUs faith based and community organizations to overcome educational and health disparities in African American and other underserved or disadvantaged cultures. He has written several articles and has served as a member of the National Library of Medicine (NLM) and participated in Group Studies that collaborated with Historically Black Colleges and Universities (HBCUs).
