Justice Department lawyer George Williams receives a letter stating that six people are to be killed "for reasons that will become clear" to mark the tenth anniversary of the assassination of John F Kennedy. One of the names on the list is that of Williams himself and another is of a woman called Stephanie Spaulding, with whom he once had an affair. Both they and the others were teenagers who went to Washington DC to serve in junior functions, like Senate pages, in the Kennedy administration.

We know early on that the killer is called Allen Lowell and he has some personal history with George Williams. But what precisely? He is evidently a skilled assassin, with an apparent military background. But what is his motive.
