(Just adding touchstone for Struwwelpeter.)
(Edit: having trouble making a good one stick.) struwwelpeter it's actually victorian and some of the tales are quite nasty.
Edited for touchstones If you think thats bad have you ever read the struwwelpeter? Amongst other stories, there is the scissor man who chops off the fingers of children who sucks their thumbs ... I just read The Bearskinner, told by Laura Amy Schlitz, to my niece today and I really liked it. In addition, think Struwwelpeter by Heinrich Hoffmann, Number the Stars by Lois Lowry, Parts by Tedd Arnold, The Last Basselope by Berkeley Breathed, and The Twelve Danc ... Not sure if I'm totally understanding your request, so sorry if this is way off the mark, but I've always thought Struwwelpeter was a really groovy book.
