L'avanguardia dei registi tedeschi realizza undici episodi sulla lotta armata, in concorso al festival di Berlino del 1978. All'indomani dell'uccisione del presidente dell'associazione degli industriali tedeschi da parte della RAF, del fallito sequestro di un aereo per opera dello stesso gruppo e del successivo "suicidio" di tre terroristi, il film costituisce un aspro atto d'accusa contro le misure di repressione e il clima di caccia all'uomo instauratosi in Germania di fronte al pericolo del terrorismo.
