The approach is partly historical and partly comparative, Australian revenue-sharing arrangement beings compared with those of Canada, the U.S.A. and West Germany.

Russell Mathews is Director of The Centre for Research on Federal Financial Relations and has been a member of the Commonwealth Grants Commission since 1972.
