What proved to be an overly-ambitious effort. Neverworld is a typical fantasy RPG, with a complex character generation system and detailed charts for skills, many of which would never be used in most campaigns. The cutesy game system, Rolling (or Resolution) of Conflict (referred to as the ROC and roll system) is an open-ended d100. Character generation required a cultural setting; unfortunately, only one culture book is provided in the box set. Clearly, the idea was to generate revenue by selling additional culture books; unfortunately, only one of these was ever released, leaving players with only two races/cultures to choose from (one is provided in the box set).
