As the Phantom says, you are not very likely to work out what is going on in this case very early on.

It is definitely odd. It appears that a supercriminal active 20 years ago has come back to town. Axe murders, aerial queens, clubs of men starting to be bumped off, and a dead comic strip artist on top of it. It turns out to be literally freaky.
