Eli discovers Bret and his wife have been abducted by Al Quada terrorists who are demanding a ransom of millions of dollars. In these negotiations, Eli learns that Bret and his wife have been brutally murdered. The terrorists are disposed of violently and Eli returns to the United States with the fallen president and his wife. Sandy Poulan makes Eli her Chief Advisor and with his advice adopts the Jerusalem Policy which had failed during the Omari Administration. The Israelis evacuate the West Bank and agree to a plan to make Jerusalem an international city-- its security guaranteed by the United Nations.
