This work by Martin L. Abbott presents a history of the Bureau of Refugees, Freedmen, and Abandoned Lands, better known as the Freedman's Bureau, in South Carolina. Abbott does not simply reiterate the opinions of previous historians, who viewed this period as being fraught with disappear and oppression by the Federal Soldiers. In essence, this is true for after the Civil War South Carolina experienced several negative events, such as a period of bad harvests. Yet, it was often overlooked that the bureau itself was limited in funding and manpower, yet despite these restrictions the bureau was able to provide relief to both blacks and whites. ( )
