Annya is attempting to survive in the ever changing, modern world. She is the only child of a well-educated couple who are research scientists, and she is orphaned at the age of nine. The socialist society places her in an orphanage, and after her education she is forced into the life of intrigue as a swallow agent. She finishes her instructions when the Soviet control of their failing economic system collapses. This leaves her with no means for support or marketable skills. She struggles to find her way, changes her loyalty, and becomes deeply involved in the clandestine activities of several countries. She established a cover identity in the center of America. Through betrayal by comrades, Chloe turns her loyalty to America. This is played out during an increasingly interesting romantic relationship with an Army legal officer, which develops slowly.
