The Congress of Angostura created a seven-man Permanent Commission (Diputacio n Permanente) with administrative and judicial authority to administer laws when it was not in session. Meeting three times a week between Jan. 22, 1820 and July 31, 1821, the deputies dealt with state revenues, immigration, and awards of public lands, among other topics.
