Written not long after the death of his wife, the conversational asides to his readers reveal Belloc as a saddened man, disillusioned with the world after WW1. He is scathing about the decline of Parliament, where he had hoped as a Liberal to uphold the rule of law and social justice.
Belloc is at times a belligerent blow-hard. His bombasts can be irritating. If you bear in mind that he was someone who desperately required conversation and company, then this book serves as his sounding board.
The sailing occupies about half of the book and is comprehensible for the most part to non-seafarers.
A good introduction to Belloc is "Hilaire Belloc" by A.N. Wilson, Penguin1986.
