Calls for a clear-headed and pragmatic humanitarianism. Thinks aid can often fuel conflict. Thinks relief in some circumstances should be conditional. Doesn't seem to see the possibility that it might be so hard to get right and so dangerous to get wrong that it just isn't a good idea in the first place. Nobody likes that question. ( )
