Foster isn't much with character development in his Star Trek books, but he often does come up with an interesting premise (this one borrowed from Larry Niven). In this book the Enterprise discovers a relic from a long-dead civilization, a Slaver stasis box billions of years old, which in the past have been found to contain weapons and tools of immense power. Interesting for the technology involved. ( )
