The fifth in the "New Earth" series, and a bit of an improvement. The basic premise of Kaulds attacking Belle Terre and Kirk saving its hash is wearing thin, but the method of attack here is interesting and original. Other than that, just a basic Star Trek adventure with little character development. ( )
