To prevent the leader of the opposition in exile of Magayana, a small South American country, from being deported from Britain and returned home to face almost certain execution, a small group kidnap the daughter of the British Home Secretary. They threaten to kill her if her father goes to the police,or, if he does not allow the appeal against the deportation to be upheld. At the same time a young TV presenter is trying to work out why the leader of Magayana is trying to force the sugar farmers off their land and why the British government is supporting him.
