Italiaanse terroristen, georganiseerd in de Rode Brigade, overvallen even buiten Rome een Amerikaans laboratorium. Daarbij wordt een staflid vermoord en maken de terroristen een dodelijk virus buit dat catastrofale gevolgen voor de mensheid kan hebben. De Rode Brigade komt met een angstwekkend ultimatum: de Italiaanse premier moet aftreden en men wil honderd miljoen Engelse ponden in ruil voor het virus. In een uiterste poging om de zaak te redden worden Graham, Whitlock en Carver naar Italië gestuurd. Het virus moeten ze hoe dan ook in handen krijgen. Maar de klok tikt door en de deadline komt angstwekkend dichtbij.
