This book is very reminiscent of Poul Anderson's Time Patrol series in tone. The difference being that here the 'Wanderers' are able to travel to variant Earths, as opposed to time travel on one Earth.
One such agent meets a young woman, does the multiversal mambo with her, and agrees to take her to his leader, so to speak.
Like the Time Patrol various factions vie for control - and the mysterious makers of the technology are just that, all along the way.
