Khesh City floats above the surface of the uninhabitable planet of Vellern. Topside, it's extravagant, opulent, luxurious; the Undertow is dark, twisted, and dangerous. Khesh City is a place where everything is available and nothing is forbidden, but it's also a democracy of sorts -- a democracy of assassination, policed by the Angels, the elite few who answer only to the Minister, their enigmatic master. Taro lived with Malia, his Angel aunt, until a strange man bought his body for the night, then followed him home and murdered Malia. Taro wants to find the killer who ruined his future, but he's struggling just to survive in the Undertow. Then a seemingly chance encounter with the Minister sets him on a new course, spying for the City. His target: a reclusive Angel named Nual. Elarn Reen is a famous musician, sent to Khesh City as the unwilling agent of mankind's oldest enemy, the Sidhe. She must find and kill her ex-lover Lia, a renegade Sidhe. Lia has been hiding in plain sight. She's known in the City as the Angel Nual. Taro and Elarn have this one thing in common -- Nual. But it's not long before they discover that they have something else in common: they're both on someone's death list. Even more terrifying is the fact that there is more at stake than the lives of a prostitute and a musician: Khesh City is the real target.
