Amazon.com Product Description (ISBN 0309085934, Paperback)TRB Special Report 278 - Buckling Up: Technologies to Increase Seat Belt Use calls upon the National Highway Traffic Safety Administration (NHTSA) to encourage the automotive industry to expedite the development and deployment of enhanced systems that remind drivers to use seat belts, and to monitor and study the effectiveness and acceptability of the new devices. According to the report, Congress should amend the law that prohibits NHTSA from requiring reminder systems other than an ineffective 4- to 8-second reminder currently in passenger vehicles, to give the agency the authority to require more effective systems, if necessary.
