The collapse of International Operations has left Gen 13 with other problems. When that place went, a lot of the advanced weaponry and illegal gear they had walked out the door with various personnel.

Gen 13 are a little older, a little wiser. Now, the team discovers it turning up in the hands of garden variety gang members, even of the kid variety.

Even worse, a criminal with a predictive ability has gotten his hands on the Gen-Active formula, so the team are in for a replay of the Divine Right of Max Faraday, with the star of the show this time being an evil supervillain and a lot worse than Max.
