The transfer and accumulation of major conventional weapons is a key issue for international security. Currently, the United Nations Register of Conventional Arms is the only global security regime dealing with this issue. Established after the Gulf War, it aims to promote conventional arms transparency in order to help to prevent establishing arms build-ups, reduce unnecessary suspicions, and promote regional security-building measures.
