The main objective of this text is to explain where traditional aid has come from, why it is now probably in definitive decline, why that trend is to be welcomed, and what are the better alternatives to patronage. It puts forward the argument that future partnerships that will ultimately be of greater benefit for poorer countries should be based on a five-fold strategy including debt cancellation, continuing trade and economic liberalization, stronger regional cooperation, the information and communication revolution and better systems of global development and environmental governance.
