Scrittore, deputato alla Costituente romana e ministro per gli Esteri della Rep. Romana (1849), poi esule in Inghilterra; dopo la costituzione del regno d'Italia, fu consigliere di stato. Autore di romanzi storici (Giovanni Bentivoglio, 1836; Enrico Valieri, 1847; L'incoronazione di Carlo V a Bologna, 1859), di due volumi autobiografici (Rimembranze, 1884; Memorie aneddotiche, 1886), d'un importante volume su La Repubblica Romana (1850). Ma il suo merito maggiore consiste nella traduzione di Byron (1841-42) e di Shakespeare (ultima ed. 1873-74).
