Certain combination proposals seem to pop up from time to time, only to be voted down ( I think this is the third time someone has proposed to combine "sk├Ânlitteratur" and "fiction". There's a thread for why this is a bad idea). Could there be for example a popup when someone tries to propose a combination that has previously failed, and a suggestion to post in the combiners group or something?

I would agree with this. I think we would want to apply this only to the previous combination proposals that actually got voted down (or maybe got more no votes than yes votes). Some old proposals didn't make it through, because they got something like 12 yes votes and 2 no votes, and did not get the requisite 16 yes votes needed at that time. This tag combination proposal would make it today, if it were proposed. And perhaps, some of these have been re-proposed and have made it over.
