The Human Chair by Edogawa Rampo is top notch. My Favorite Horror Story (which is where I encountered the aforementioned) is actually the best collection of any short stories I've encountered, horror or otherwise, they're winners. That's what happens when you ask the best horror writers what their favorite/most memorable horror story they've read was! Aside of that I can't really say, as I am not a particular fan of short stories and don't read very many. However, The Oxford Book of Gothic Tales is a pretty decent collection.

The Yellow Wallpaper is really fabulous, but though it's got the elements of a Gothic/horror story I tend not to really view it as horror, due to the nonfiction feminist meaning it has.
