Library customer only remembers 2 sisters trying to get home; thinks the author has written 2 novels. Thinks it is fantasy.

The Lost Conspiracy by Francis Hardinge maybe? She's written more than two books by now, but at the time I think it was her second or third book.

Lost Conspiracy was not it. It was a YA novel and included a hobbit like character or elf like character and the tone was dark like most YA fiction today .

They are in a forest and the cover of the book is two girls and an old gnome or an old elf. The title may begin with the word Enchanted......

Also, she thinks the book came out in the last ten years, written by a younger woman in her 30's, possibly named Jill.....

The Two Sisters of Bamarre? It's Gail Carson Levine. No elf on the cover, but I'm pretty sure there's one in the book. They are helped by some sort of creature - can't remember what.

I've not read any of her works but Jill Williamson sounded familiar - http://www.librarything.com/author/williamsonjill
