‘There’s no way they’d go this fast.’ Any thoughts what the mayor meant by this?

I think he was talking about when he found out that Hanna was killed and what he said was: 'There's no way they'd go this far.'

I also thought that he was talking about Hanna being killed.

A confusing remark to make. Was there an implication that the mayor had someone following his daughter, and that things had got out of hand? This does not fit with the story, so I don't understand why the author had Bert say this.

I thought it referred to the police and their harassment of him and his daughter, which ultimately resulted in Hanna being killed. But it also seemed to imply something else but I don't know what that is.

I thought he was talking about killing one of the girls (Hanna) and he thought they wouldn't go that far. I assume it's whoever he (and Claire) think are stalking them
