*CUE FOR TREASON*
A friend of mine is having trouble finding a book he read in high school.
He says the cover art is green leather type material, the lettering was gold, and there was art between each chapter!
He says the story line was something like a boy made a duke/high ranking person angry..? and he acted as a woman in a Shakespeare play. He also remembers one of Shakespeare plays was stolen and the kids had to get it back? He's also pretty sure that Shakespeare wasn't in the title. He says it took place in the globe theatre. One of the main characters names may have been Sebastian.
Sorry about the fuzzy details and thanks for your help!

The Shakespeare Stealer by Gary Blackwood comes to mind. While it doesn't match the cover and title details, it might be worth a look, if only to eliminate it.

Perhaps The Devil and His Boy.

If it's not that one, please tell us when your friend was in high school and whether or not he remembers if this book was new at the time. That can help narrow the search.

None of those are it either apparently! He just graduated high school a couple years ago and says he's pretty sure the book was from the 90's!

More of a match on the cover than plot - The Marvels?

A closer match on the plot is Cue for Treason.
