Mayor Samuel Jammison, Jr. is a good man, a beloved civil rights hero and a dedicated public servant. One night while he is at a fundraiser formally announcing his plans to seek a third term, his daughter is kidnapped and her boy friend viciously murdered in front of his own home. Making matters worse, the National Guard is called in and a dusk to dawn curfew ordered after angry rioters attack innocent people, vandalize businesses and set dozens of fires.
