Investment banker and part-time FBI consultant Tom West is en route to Europe when the U.S. Capitol Building is destroyed by an explosion during the State of the Union Address. Secretary of State Sarah Lander, who is in England negotiating a new trade deal, escapes a simultaneous attempt on her life and hides out until she can contact American security personnel. Believing her dead, the American governors convene and appoint cool-headed Chairman of the Joint Chiefs of Staff Robert Marlow to be Acting President. In London, West stumbles onto Lander. He foils a second attempted assassination of the Secretary, who becomes the hunted de facto President by the Law of Presidential Succession.
