Charles Bowen is an immigration officer working in his universe's Great Britain, a position which liberals disdain. He was orphaned as an infant. Originally dealing with immigrants from the same world, he becomes involved in trying to control immigration from alternate universes. He went into the job because he felt that a country needs boundries, and he wanted to "get his hands dirty" instead of leaving the job up to other people. Fran Stevens is his colleague and Roger Young is his boss.
He is an extremely rule-bound person, and take great pride in his job and his integrity. He collects mirrors, and his apartment walls are covered with them, arranged so as to create infinite reflections, representing the infinite universes.
