Gogol blames himself -- and well, yeah, technically he stirred up the dragoons, but is it really his fault? The bigger problem is that if war does break out, how will the PU fight back without an army, weapons, or a leader? Rubidoux, Xela, and Arms Akimbo must go to the particularly violent world of RU1:2 -- better known to us as Earth -- and find an expert in hostility to convince the dragoons to give up. And who better than the brilliant but vertically challenged nineteenth-century general Napoleon? Unfortunately, Napoleon is a little busy trying to keep his own empire from falling apart.
