This is a Joker story. The green haired one is running around the city killing people. Batman is trying to catch him and the justice system is not being helpful at all.

It's from the Batman Confidential series (which goes back to the beginning) of Batman, but also updates it to more modern times. That meant that we got to meet Barbara Gordon and Renee Montoya in this TPB, which was very cool. Can't have too much Renee Montoya.

The art was only okay, not great, which is why I gave it three stars instead of four. But other than that it was an interesting and fun comic. ( )
