Scholarly review of the concept of the "Deep State." Gives a good overview of where the term originally came from, how it has been abused, and how we should approach the topic. Basically, there is no sinister Deep State of the sort touted by Trump and others of his ilk. If anything, what Trump and others like him call the deep state is just career civil servants doing their job to follow the law and challenging Trump when he tries to get them to do things that are against the law.
