About the Author
David Reynolds Zwick was born in Rochester, New York on May 1, 1942. He received a bachelor of science degree at the United States Coast Guard Academy in 1963 and then served for four years in the Coast Guard. He received a master's degree in public policy at the John F. Kennedy School of show more Government at Harvard University and was attending Harvard Law School when he started working on Ralph Nader's citizen-advocacy projects. In 1971, he and Marcy Benstock wrote Water Wasteland, a lengthy report that found that the nation's water pollution control efforts had failed miserably. He was instrumental in writing and securing passage of the Clean Water Act of 1972 and in securing passage of the Safe Drinking Water Act of 1974.
