Campbell, Joanna. Cindy's Runaway Colt. 1995.

Cindy Blake knows the horse on her neighbor's farm is being mistreated and she must find a way to help the poor animal. In her efforts to save the horse, she jeopardizes her perfect foster family situation, with a great family on a beautiful horse farm.

This book attracts the millions of young girls in love with horses. Cindy is the distressed heroine who saves a horse's life which in turn makes her relationship with her foster parents even stronger. It is an easy, nonthreatening read for young adults.
One of my favorites of the series, this book is about a runaway named Cindy who I really identified with.
