I found this a very enjoyable "episode in book form," and that's about all there is to say. It's interesting to see them try to take on real issues of cultural difference--not embarrassing little ones, but issues related to core morality.
Another Star Trek adventure in which the Enterprise becomes embroiled in a planet's civil unrest. The hook here is that the Patrians have an elite police whose members have been surgically altered to be able to read minds - and thinking about a crime is tantamount to comitting the crime. An interesting concept.
