An intriguing storyline following the end of "No Man's Land", and the first of the "New Gotham" stories in which Gotham City rebuilds. Ra's Al Ghul figures here in a storyline in which he attempts to further "cull the herd" by introducing a mutagenic and addictive immortality (sort of) potion to Gotham City. One wonders why he chooses Gotham as the starting point; perhaps this story of addictions also tells of an addiction of Ra's Al Ghul's: the long struggle with the Detective. Complex story, sometimes overly so, good art and writing.
